| Institutional Framework of Operations and Legal Status The Organisation of Employment and Social Security against Unemployment was founded by the Decree 2961/1954 and was renamed by the Decree 212/1969 : Manpower Employment Organisation (OAED). With the same Decree, issues concerning the organisational structure and administration of OAED, were also regulated, whereas with the Royal Decree 405/1971 the Organisational Structure and the tasks entrusted to Services by Law were defined. As far as its status is concerned, it is a Legal Entity subject to Public Law, supervised by Ministry of Labour and Social Affairs of Greece and administrated by a Government and Administration Board. The President of the Administration Board is the Governor, who is the supreme instrument of Administration of the Organisation and the executive instrument of the relevant Laws, Regulations and Decisions. The Administration Board has also been entitled to decide for every issue that does not fall within the competence of the Governor. The Governor is replaced by the two Vice Presidents in case of his impediment. The formation of the Administration Board which is based on the principle of the tripartite representation, produces favourable terms of dialogue between the State and the Social Partners participating. Based on this principle, in the Administration Board (Board of Directors) participate: - The President of the Administration is also Governor of OAED,
- 5 representatives of the Government,
- 4 representatives of salaried employees (Greek General Confederation of Labour workers) from whom one is appointed as a Vice President,
- 2 representatives of the employees of OAED and,
- 5 representatives of the employers (Federation of Greek Industries, National Confederation of Greek Trade, General Greek Confederation of Craft Producers), from whom one takes the other place of the Vice President of the Administration Board.
The Administration Board is responsible for the definition of the application of Government Policy as regards employment and social security issues and decides for the issues which lay hold of the proprieties of OAED and approves of the decisions of LAEK (Special Fund for the Employment and Vocational Training) The Administrative Structure of OAED OAED 's Services are consisted of the Central Administration and the Regional Services (Regional Directorates, Local Services, Employment Services Training Centres and Boarding Houses), situated all over Greece. The Administration consists of the General Directorates A & B (in the way shown on the Organigramme) which direct and co-ordinate the task of their competence. The Directorates and Services which are subject to the General Directorate A, carry out the task of planning and organising the relevant services, types of benefits and Employment Programmes, which are offered to the public. These Directorates and Services are: - Vocational Training Guidance Directorate
- Directorate of Apprenticeship and Vocational Training of Adults
- Directorate of Programmes and Means of Teaching
- Directorate of Employment
- Directorate of Social Security and
- Service of Special Social Groups
It is self-evident that the multi-dimentioned and multileveled task which is expressed through the services that OAED provides to the Manpower, is accomplished thanks to the appropriate support of the Directorates which belong to the General Directorate B (Support). More specifically - The Directorate of Planning and Studies, the Informatics Directorate, the International Relations Directorate, the Directorate of Personnel Training and Directorate of Personnel, Directorate of Secretariat of the Governor, Directorate of Administrative support, Financial Services Directorate, the Supplies Directorate, the Technical Support Directorate, the Inspection and Audit Directorate, Directorate of Statistics as well as Law Service and Publications Service. Decisions made by Administration, are executed by its Regional Local Services. Resources of the organisation The biggest part of the resources (approximately 75% of the total amount) of the Organisation comes from contributions made by employees and employers. The employers' contributions (up to 66% of the total amount) are paid in favour of three financial resources: - Unemployment - conscription - insolvency of the employer,
- Account of Family Allowances,
- Special Account for the Employment and Vocational Training.
The rest (approximately 25% of the total amount) is covered by Revenue(approximately 4% of the total Revenue) which comes from the exploitation of the Organisation's Facilities (Real Estate) and also from Revenues which come from the Regular Central Government Budget, from the Investment Budget and the European Committee (Approximately 21% of the total Revenue). The contributions (apart from the funding for the struggle against the unemployment which rises up to 300 billion GRD and the funding of the account against the insolvency of the employers which rises up to 6 billion annually) concern the financing of specific programmes, mostly for the Employment and Vocational Training. |
