The conditions in the Labour Market, created the necessity for taking immediate measures such as:

• The installation of a new Central Computer System connected on-line to the Employment Offices and extension of the existed Network in the Local Services for the quicker payment of the Unemployment Benefits to the beneficiaries. Installation of another Central Computer System on-line with Vocational Training & Education Centres (KETEK).
• Establishment of 50 Employment Promotion Centres within year 2000.
• Installation of Regional Network Centres which are connected to the central Computer System, in order to achieves successful enrollment of the unemployment
• Creation of:
1. Information Offices for the Unemployed and
2. Information Offices for the Enterprises.
• Completion of housing programme of OAED’s Services
• Accounting methods & accounting software adaptation to EURO transactions
• Continuous training of the personnel of its Services on their specific area of work.

The programming of the activities of O.A.E.D. is in accordance with the National Plan for Employment. It aims at:

• Enhancement of the integration ability of young as well as adult unemployed in training (especially apprenticeship), further training and employment programmes, co-financed by E.S.F.
• Disbursement of resources for active measures, for working people and application of employment, training programmes to the holders of Multi-use voucher and programmes regarding struggle against Social Exclusion.
• Enhancement of Life-Long Training through the programmes enabling Transition from Training to Employment and the activities of L.A.E.K.
• Application of the Territorial for Employment Pacts.
• Support of groups of population facing or endangered with Social Exclusion with alternative actions of Employment.

O.A.E.D., in order to meet the differentiated needs of Labour Force, is going to have its role and activities, structures, systems & functions redefined according to a master plan which is going to be elaborated. Accordingly, its strategy & transition towards a new model is going to be decided.
